| CITIZENSHIP |
 |
Here in DragonWynde, we prefer the term "Citizen" as opposed to "member".
Therefore, "Citizenship" is synonymous with "membership".
The following is the methodology for applying for Citizenship in DragonWynde. |
| 1) Contact DragonWynde |
a) If you know someone who is already a Citizen, ask them to refer you and get you a Citizenship
packet. |
| b) Contact the King, or the general contact info |
c) If you come to an event (ALL are welcome), speak to any Citizen. They will point you in the right
direction. |
| 2) Forms |
When you receive a Citizenship packet, inside are forms to be filled out. These include the Citizenship Petition, a medical file form, and a simple waiver needed to be
signed, should you wish to
participate in
combat tournaments. Downloadable, ready-to-print pdf versions of the forms can be found HERE. |
a) Petition for Citizenship: The basic request for Citizenship. You fill out your
mundane information and
your Persona data. There are 2 places for you to sign. The first one is signed at the time of presenting
your application. The second is signed when your Citizenship is approved.
Note: see the Persona Guide page for guidelines on creating your persona (character). |
b) Medical Form: This is a simple form, where you list your allergies, medical conditions such as
diabetes, physical restrictions, and the like. |
c) Fighting Waiver: This is a limited liability waiver that you sign, should you wish to participate in
Kingdom combat tournaments with boffer weapons. This simply states that you are aware of a risk
of
injury and relieve the Kingdom of liability.
You NEED this to be allowed to fight in addition to the required
training.
Note: Minors need their parent or legal guardian to sign a consent form, which WILL be verified by phone. |
d) Dagorhir Form: This form is much like the Kingdom Fighter Waiver, but it covers Dagorhir events,
and will be kept on file to be brought to Dagorhir National Events, such as Ragnarok & Badon Hill. |
| 3) Tithes |
When you have filled out your forms, it is time to pay your Kingdom Tithes (Membership dues).
The amount is $24 per year. When you first petition, your tithes are held for three months. If during that
time, you change your mind about joining the Kingdom, your tithe will be refunded. Once that three
month period is over, the tithe is non-refundable. After your first year, you may elect to pay on an
installment plan of $3.00 per month or $15 for 6 months if you cannot make the full payment. You may
pay off the rest at a pro-rated amount, if you are able to do so.
Tithes go to maintaining Kingdom operations, such as: the website, Kingdom aesthetics, fees for Icon
and other recruiting/advertising venues and so forth. |
Renewal of Tithes |
Each January, renewal tithes are due.
For your FIRST renewal, you'd pay a pro-rated amount based upon when you petitioned. Ex.: If you
petition in July, 2009 and paid your full $24, come January, 2010,
you'd pay $12, to cover July-December of 2010. Then, the following January, you'd pay the full $24.

Note: Non-payment of Tithes will result in revokation of all priveleges including
(but not limited to): the suspension of titles, full access to the Forums, postponement of paths
and ineligability for competing in Kingdom Tournaments, until tithes have been paid. |
| 4) Levels of Citizenship |
| Level 1: Petitioner |
Once your tithes are paid, you have three events to come up with your persona, your name and a path
for you to take. At your FIRST event, you'll be asked into Court to introduce yourself, and to ask to
petition for Citizenship. You will be welcomed by His Majesty. No oath is necessary at this time.
The Kingdom Forums are available to all Citizens, though petitioners are relegated to Kingdom Announce-
ments and Introductions, until their tithes are paid and they pass the 3 month period. |
| Level 2: Citizen |
After the third event, (Including ICON*, Dagorhir National Events but excluding fight practices and
meetings) Petitioners are asked into Court to declare their intentions. When His Majesty invites them
to stay, and they accept, they then swear their loyalty to him and become a Citizen. They are then given
the honorary title of 'Lord' or 'Lady' if age 18 or older. If under, they are given the titles of either
'Young Master' or 'Maid', until they reach their 18th birthday.
*-ICON does NOT count if you petitioned AT ICON |
| Level 3: Thane |
For those Citizens who show the most Kingdom Spirit, go above and beyond in service and show them-
selves to be among the elite, a Citizen may be granted the title of Thane. This will open up new possibilities for them in the Kingdom. These are the Citizens who will one day be in line for higher honors. Examples of this would be showing up regularly for fight practices and events, as opposed to just occasionally stopping by, always being among the first to help to set up and break down, always giving of their time and resources to the best interests of the Kingdom AND its Citizens.
NOTE: Thanes MUST be at least 18. |
|
 |
| 5) Assignment of a Realm |
a) After your THIRD event as a FULL CITIZEN, and NOT BEFORE, you'll be approached about which
Realm you wish to join. If you already have an idea which Duchy you wish to go in, you may ask the
Duke or Duchess. |
b) UNDER NO CIRCUMSTANCES WHATSOEVER WILL A BARON OR REPRESENTATIVE THERE-
OF APPROACH A PETITIONING CITIZEN ABOUT RESIDENCE.
ALSO, NONE WILL APPROACH A CITIZEN UNTIL AFTER THEIR THIRD EVENT AS A FULL
CITIZEN.
IF YOU ARE APPROACHED, YOU ARE ENCOURAGED TO SEEK OUT SOMEONE
TO SPEAK TO
ABOUT THIS. IF YOU ARE NOT COMFORTABLE SPEAKING TO ANOTHER BARON OR KNIGHT,
SEEK OUT LADY KITTYHAWK. SHE WILL SEE TO IT THAT
APPROPRIATE CONTACTS ARE
MADE FOR YOU. |
c) UNDER NO CIRCUMSTANCES IS A REALM TO TELL A PETITIONER WHAT PERSONA THEY
CAN/WILL TAKE. Citizens may take suggestions, but they ALONE control their own persona creation
and direction. |
| d) If ANY Barons cross these lines, there WILL be repercussions as decided by the King and the Cabinet. |
|
 |
| Reason for not becoming a Citizen #1: You choose to leave |
If you feel you don't belong, you may opt to withdraw your Petition. You will still be welcome to
attend events, paying a non-Citizen rate on event fees (usually an extra $3 - $5). You will not, however be
eligible to compete in Kingdom Tournaments or hold any titles. |
| Reason for not becoming a Citizen #2: Petition declined |
If you have not followed the rules, your Citizenship will not be approved. If you feel that the decision is in
error, you can submit an appeal to the Cabinet to review your case. You will be summoned to the next
scheduled meeting, and called before the Cabinet to plead your case. |
|
 |
| Returning Citizens |
Good Terms
If a Citizen who has left the Kingdom on good terms wishes to return, they may do so, and their path will be picked up where they left off, upon payment of their tithes. Examples would include: Financial reasons, family obligations, going into the Armed Forces, going away to school.
"Questionable" Terms
If a Citizen who left the Kingdom in the midst of problems wishes to return, a general consensus of those he/she had the problem(s) with shall be made to see if it is acceptable for them to return. These situations
are examinied on a case-by-case basis. If the Citizen in question is permitted to come back, they will be
on a period of probation of an undisclosed period. Based on their previous status/path, there may some
penalty towards their pathways. That ALSO will be examined on a case-by-case basis.
|
| Returning Citizens - Starting Over |
If a Citizen left the Kingdom under any circumstances wishes to have a 'fresh' start - in other words adopt
a NEW persona - they will FORFEIT ANY AND ALL TITLES AND ACHIEVEMENTS PREVIOUSLY
OBTAINED. That is because technically, this is a NEW CHARACTER, and would NOT be entitled to any
awards, accolades, etc. the previous persona held. There is NO saying "It's ME, but with a different
name."
Example #1 - Someone who had attained Knighthood decides to come back as a Monk, no longer has
the right to be callled "Sir "Insert name here".
Example #2 - Someone who attained Mastery in the Scroll or Chalice would have to START OVER,
should they desire to attain those positions again.
|
| Starting Over - Aesthetics |
This also goes for any 'special' aesthetics the Citizen may have had.
Example #1 - A Citizen with a Mage persona who has the "Staff of Sharinda" decides to start over as a DIFFERENT Mage, he/she would NOT also have the "Staff of Sharinda".
Example #2 - A fighter with a special weapon that may have bonuses on the field (a one handed "Red") who starts over as another fighter will NOT have that weapon any longer.
In either case, the item is GONE.
It cannot be given to anyone else, who then 'gives it to them as a worthy successor'.
It cannot be "Willed to them" by their previous persona.
It cannot be a case of "I took it from them when I killed them/ found them dead in a field/street/dungeon.
Once the persona is gone, the ITEM IS GONE FOREVER.
There is NO "Rifling the Body" in DragonWynde. |
| Starting Over - Resetting the Reset Button |
There is also NO GOING BACK. You cannot one day decide to give up the NEW persona and go back
to the old. There is no "I had amnesia" or "My spirit is in this body" or "I was held captive by Ogres"
to get everything back. If you WANT to go back to the ORIGINAL persona, you start as a BLANK SLATE ONCE MORE. |

The Kingdom reserves the right to TERMINATE Citizenship at any time, without
refund of Tithes. We also reserve the right to deny Full Citizenship.

Addendum on Denial of Petition
The question of outright denying Petitions of Citizenship has been raised.
I'm all for giving people second or third chances, but we have to draw the line somewhere.
Mundanely speaking, many of our Citizens have been involved with the Medieval re-enactment or re-creating
community for many years, and as such, a few of us have a LOT of connections in a number of groups.
If an individual is a KNOWN commodity of trouble-making, or a known disruptive force, we reserve the right
to outright deny Petitions of Citizenship.
This also goes for those individuals that a Citizen might have a mundane problem with, and
can show justification of why the Petition should be denied.
Addendum on Denial of Attendance
The question has been recently raised of denying attendance at Gatherings.
This falls into TWO categories:
1.) If a Citizen (or Citizens) is (are) uncomfortable (or if there is a more serious problem) with a
person (or persons) who might attend a gathering, the Cabinet will determine access.
This is just one way that we protect our Citizens, and try to ensure that their enjoyment is not disturbed.
2.) To gain access to an event, visitors MUST A) Pay the Event Fee & B) Be GARBED.
If neither of these criteria are met, the visitor will be politely asked to leave. |
